Regulations and permits — the city, county and state each issue their own

In Korea

You register as a noraebang business at the district office, and it is mostly handled at one counter.

In the U.S.

The city, county and state each issue their own permits, and it is common for the rules to differ from the city next door. You need to ask "how is it done in this city" from the start.

Whether sales tax applies to room charges differs by state. Example: Texas treats amusement services as taxable, and New York taxes charges for the use of places of amusement. We did not find an official interpretation that deals directly with noraebang room charges, so check with your accountant.

Liquor licenses — completely different in each state

Overview of liquor licenses in states with large Korean populations
StateLicense and requirementsSale hours
CaliforniaType 41 (beer and wine, restaurant) and Type 47 (including spirits, restaurant) require genuine meal sales, and minors may enter. Type 48 (including spirits, bar) and Type 42 (beer and wine, bar) have no food requirement, but persons under 21 may not enter. Licenses that include spirits are limited in number by county, so new ones are subject to a drawing, and the 2026 application fee is $19,840. A notice is posted at the premises for 30 days.No sales from 2 a.m. to 6 a.m. (B&P §25631)
New YorkAn on-premises license requires food to be sold throughout the hours of operation. Before applying, you give 30 days' advance notice to the municipality or community board. Letting customers bring their own alcohol (BYOB) is also illegal without a license for a for-profit venue with a capacity of 20 or more (§64-b).Prohibited from 4 a.m. to 8 a.m. (10 a.m. on Sundays). Counties may be stricter
New JerseyThe number of on-premises licenses is limited to 1 per 3,000 residents, so they are hard to obtain. Under the 2024 reform law, a license that has not been used for 2 consecutive years can expire. BYOB at an unlicensed restaurant is allowed for wine and beer only, and the municipality may prohibit it.Differs by municipality
TexasMB (including spirits), BG (wine and beer), BE (beer). The license term is 2 years. Processing takes about 45–60 days. For BYOB, check city and county ordinances, not state law.Until midnight on weekdays and until 1 a.m. on Saturday night. Until 2 a.m. in areas with a Late Hours permit
GeorgiaThe city or county license must be issued first before the state license is issued. The application is made in one step on the state Department of Revenue portal.City and county ordinances

Conditions attached to noraebang "rooms"

The Korean-style enclosed room is the part that most often becomes an issue in U.S. permitting. In many cases the rule comes not from an ordinance that applies citywide but as conditions attached to the individual license and permit, so you cannot know it without reading the conditions for that address.

  • Example: approval conditions for one noraebang in the City of Los Angeles — a clear glass window of at least 3 feet × 3 feet in the door or upper wall of each room, and no covering of the glass.
  • Example: San Francisco — "no locks on room doors, and a window through which the entire room is visible" is attached repeatedly as a police-recommended condition.
  • Example: Duluth, Georgia — there is a report that in 2012 the city council passed an amendment prohibiting private booths and locked rooms in karaoke venues. We could not verify whether this is still in effect. If you plan a private-room noraebang in Duluth, be sure to ask city hall first.

Caution: covering the window puts the license at risk

A venue in Koreatown, Los Angeles covered the middle of the glass in its noraebang room doors with opaque panels and was cited in a liquor authority enforcement action. Because it was the third violation of conditions in 17 months, the venue received a license revocation (stayed for one year) and a 45-day suspension, and the defense that "the contractor did it" was not accepted (California ABC Appeals Board decision AB-9683).

Health, fire and disability access

  • Health — Example: Los Angeles County requires health department plan review before a food facility is built or remodeled, and the review takes 20 business days. California requires employees who handle food to obtain a Food Handler Card within 30 days of hire.
  • Places of assembly — Example: New York City requires a Place of Assembly Certificate of Operation where indoor occupancy is 75 or more. The California Fire Code requires an operational permit for places of assembly of 50 or more.
  • Disability access (ADA) — A noraebang is a place of public accommodation, so it is subject to Title III of the federal Americans with Disabilities Act. In California, state law (the Unruh Act) allows statutory damages of at least $4,000 per violation, so lawsuits are frequent. Complying at the construction stage is the cheapest way (the Build-out & Equipment section).
  • Smoking ban and noise — California prohibits smoking in indoor workplaces, including bars. Example: in New York City it is a violation if a venue's music exceeds 42 dB(A) inside a neighboring residence.

Insurance

Along with general liability insurance, property insurance and workers' compensation insurance (the Staff & House Rules section), consider liquor liability insurance if you sell alcohol. The extent to which a venue is liable for harm caused by an intoxicated customer (dram shop liability) differs by state. California in principle exempts the venue from civil liability with respect to adult customers (B&P §25602), and New York imposes liability for damages on a venue that caused intoxication through an unlawful sale (General Obligations Law §11-101). For premiums, get a quote from an insurance broker.
